CEI Develops Conversion Methodology for Oracle Payroll System at Large Health Benefits Firm

Business Issue
This client is one of the nation's largest publicly traded health benefits companies, with approximately 6.6 million medical members. The company uses a proprietary tool to perform a positive open enrollment for its associates and subscribers. In all, there are 137 Medical plans (each with 4 options), 4 dental plans (again each having 4 options), Basic Life, AD&D, Long Term Disability, Voluntary Life, FSA spending accounts (healthcare and dependent) and a 401k. The challenge was to effectively convert the enrollment data captured by this tool and load it to Oracle HRMS/OAB such that the Oracle payroll system could make the payroll deductions and perform financial operations effectively.

CEI Solution
Because of CEI's deep Oracle Applications experience, this client selected CEI to effectively design & develop an efficient and accurate conversion methodology, as well as develop the programs to address this issue. CEI's created a customized approach built around the Oracle Standard seeded processes. This involved the development of programs that connect Oracle delivered and supported programs to built electable choices for all eligible plans. The number of choices and type of eligible plans varied depending on the type of user. This solution was driven from the main application as a typical business process program using Oracle standard APIs* and concurrent program execution.

The entire process entails three steps:

  1. Use oracle API's to de-enroll employees.
  2. Set-up and use Oracle delivered processes for open enrollment to built electable choices.
  3. Use a customized wrapper around Oracle supported APIs to perform the match between the proprietary system elections and OAB electable choices. These are then automatically sent to Oracle Payroll by Oracle Advanced Benefits.

*API (Application Programmatic Interface): PL/SQL program that performs inserts, updates or deletes on data using business rules established in the application. This is the Oracle supported method to manipulate Oracle data.

Results
This project is in the User Acceptance Test (UAT) stage of development. The anticipated result is the successful conversion of the company's proprietary system elections to Oracle Advanced Benefits. Performance is being monitored, and CEI is currently working with Oracle to further improve the performance of one of Oracle's delivered processes.
